Introduction

The Vice-Chancellor is the academic and executive head of the University. The Vice-Chancellor provides both academic and administrative leadership. The Vice-Chancellor is appointed by the Chancellor on the recommendation of the Government. A Search Committee, consisting of nominees of the State Government, University and University Grants Commission prepares a panel of names, for the purpose. Based on this panel, the Government makes its selection. The Vice-Chancellor is appointed for a three year term and is eligible for reappointment for one more term.

The Vice-Chancellor is the Chairperson of the Executive Council and Academic Senate. As such the Vice-Chancellor plays a pivotal role in formulating policies and taking major decisions - both academic and administrative. Although the Vice-Chancellor is empowered to take decisions by himself, yet the Vice-Chancellor very seldom exercises this option. The Vice-Chancellor is the appointing authority of all the officers of the University, including the heads of Departments, Chairperson of Boards of Studies, Principals, etc. The Vice-Chancellor exercises control over the University's finances and keeps a watch on the performance of different academic and administrative wings. The reputation and image of the University broadly depends on the dynamism, vision and leadership provided by the Vice-Chancellor

Osmania University has been re-accredited by the National Assessment and Accreditation Council (an autonomous institution of the University Grants Commission) as an ‘A+’ grade university. Additionally, Osmania University has been selected for funding under the RUSA 2.0 programme of the Ministry of Education, Government of India under Component 4 (Quality and Excellence in select State Universities (New)) and Component 13 (Faculty Improvement).

I am happy to share with you that Osmania University is making rapid progress in academics, research, and infrastructure development, which is helping it gain a universal identity. For the past decade, we have retained our place among the top ten ‘Best Universities’ in the country. This is based on a plethora of surveys conducted by reputed agencies, which led to the undisputable inference that Osmania University deserves one of the highest gradings.

According to the latest rankings, Osmania University has been ranked 64thoverall and 36th among universities in India by NIRF 2023. Times Higher Education ranked Osmania University in the band of 1201-1500among world universities in 2023. As per the QS Global ranking 2023, Osmania University falls under 1201-1400rank band in World University Ranking and 401-450in Asian University Rankings.

I congratulate all the teachers, research scholars, students, and staff on all the treasured achievements for the committed service and dedication they have shown to enhance the image of the University. Further, I extend due credit for the concerted efforts of all the stakeholders who contributed to steer the available resources in order to achieve these milestones.

Biography

Prof. Dandeboina Ravinder hails from Wadlakonda Village, Jangaon Mandal and District, did his schooling and college studies at Jangaon and obtained M.A., M.Phil., and Ph.D. degrees from the Osmania University. He joined the faculty of the Department of Political Science, Osmania University in 1990 and thus has more than thirty years of teaching, research and academic administrative experience. Prof. Ravinder is one of the few academic administrators of Telangana State to be Trained in Leadership in Academic Programmes (LEAP) sponsored by the Ministry of the Human Resource Development, Govt. of India; at the University of Hyderabad and at Monash University, Melbourne, Australia, Prof. Ravinder has rich and diversified experience in research and academic administration.

On the administrative side, he had served as the Principal of the OU Post Graduate College and Principal of the prestigious University College of Arts and Social Sciences (popularly known as Arts College) for about last four years. He also served as the Dean, Faculty of Social Sciences, Mahatma Gandhi University, Nalgonda and Deputy Coordinator of the Centre for Advanced Studies, a high level UGC sponsored research programme at the Department of Political Science, Osmania University.

Prof. Ravinder's research interests include, Indian Political Process, State Government and Politics, Public Polices with special reference to rural development and governance. He has a number of research articles and books for his credit. His writings prominently appeared in Economic & Political Weekly, Routledge Publishers, Sage Publications, Indian Journal of Political Science, Indian Journal of Public Administration. He had undertaken research projects funded by the University Grants Commission, Indian Council of Social Science Research and other agencies. He had successfully guided a number of students for the award of their M.Phil and Ph.D. degrees.

Prof. Ravinder having worked at all the constituent colleges, University College for Women, the Nizam College and OU PG College, Secunderabad and served on various boards and committees of the University administrative process, has a fair understanding of the University Administration and issues of the University. As a principal of the PG College and Arts College, he had brought out various reforms in the teaching, research and administration. Particularly his approach has been based on inclusiveness of teachers, students and the administrative staff. He, has been following problem solving approach as an administrator.

Prof. Ravinder's introduction of innovative programmes at the Arts College, like the Academic Research Committee and establishment of two exclusive Research Centres for Humanities and Social Sciences at the Arts College under the RUSA 2.0 (Rashtreeya Utchatar Shiksha Abhiyan) programme of the Ministry of Human Resource Development, Govt of India, have contributed for the research and development of Social Sciences faculty members. His initiative of appointment of Student Coordinators and creation of Students Discussion Forum has resulted in coming closer to the students issues and regular interaction with students .Further, his initiatives to training and skill upgradation of administrative staff had resulted in automation of academic administration. This had brought accountability and transparency in the academic administration.

Prof. Ravinder has assumed charge as the 25th Vice-Chancellor of the 100+ year old Osmania University on 24th May, 2021.
